Abstract
During the implementation of the State Program, it is planned to create conditions for solving problems that hinder the development of the fishery complex: (a) heavy wear and tear of fixed assets of the fishery complex, their relatively low level of production efficiency; (b) shortage of modern refrigeration facilities with the necessary temperature conditions for storing fish, fish products and other products from aquatic biological resources; (c) increase in costs for the production and transportation of finished products from the place of their production to places of mass consumption; (d) insufficient development of the sphere of innovative services, information technologies, insufficient availability of the information and telecommunications network Internet, weak relationship between business and science and education; and (e) underdevelopment of digital infrastructure, lack of a single digital platform for obtaining industry data, forecasting and planning indicators of the fishery complex in the digital environment, high capital intensity of digital transformation activities.
The priorities of state policy in the fishery sector include: (a) providing the country's population with safe fish and other products from aquatic biological resources; (b) saturation of the domestic market with domestic fish products; (c) providing state support to fishing enterprises in new economic conditions; (d) introduction of innovative technologies for processing fish products for complex fish processing; and (e) increasing the volume of output of products with high added value.
Based on the aforesaid priorities of state policy, the main goals of the State Program are formulated as follows: (a) achieving production (catch) of aquatic biological resources by 2030 in the amount of 785 thousand tons by increasing the efficiency of conservation of aquatic biological resources and the implementation of powers in the field of fisheries; (b) creating conditions for achieving by 2030 production volumes of fishery products up to 471.4 thousand tons, export volumes of fishery products up to 789 million US dollars (in comparable prices); and (c) creating conditions for the development of reproduction of aquatic biological resources up to 1698.2 million units and the production of commercial aquaculture up to 1445 million units by 2030.
The main objectives of public administration in the fishery complex during the implementation of the State Program are: (a) increasing the efficiency of implementation of the powers established and transferred to the Sakhalin region for fisheries management and conservation of aquatic biological resources, development of recreational potential; (b) increasing the volume of production (catch) of aquatic biological resources through the fishing of underutilized species, as well as the development of artificial reproduction of aquatic biological resources and commercial aquaculture, mariculture in the volumes necessary for stock enhancement; (c) preservation and expansion of the fishing resource base; (d) state support for fishing enterprises involved in the renewal and modernization of coastal infrastructure, construction of processing plants and fleet; (e) development of the recreational potential of aquatic biological resources to meet the needs of a significant part of the population of the Sakhalin region for active recreation, self-sufficiency in fresh fish as part of recreational fishing; (f) increasing the volume of production of fish and processed and canned fish products with a deeper degree of processing of developed resources with high added value (fillet, surimi minced meat, feed flour, fat) with the introduction of waste-free production technologies); and (g) state support for the activities of fish farms in aquaculture, artificial reproduction of Pacific salmon, development of commercial aquaculture.
