Regional Decree No. 389-pa validating regional state program

Regional state program "Development of the regional fishery complex for the period of 2013 - 2021" is a regional multi-sectoral policy document aimed at stimulating renewal and modernization of fishery complex and development of fish products market. The objectives of Regional state program shall be as follows: (a) expansion of production and sales of the Russian fish products and seafood and providing on this basis intensive substitution of imported fish products for domestic market with domestically produced fish products; (b) ensuring the competitiveness of Russian fish products on the domestic and foreign markets; (c) increase in the volume of export of the regional fish products by 1.1 times by 2021 due to the creation of a new marketable mass of fish products, including products with high added value, through technical re-equipment of the fishery sector and other supporting activities; and (d) increase in high-performing jobs in the fishery complex. Regional state program envisages the following priorities: (a) development of aquaculture (fishfarming), artificial reproduction of aquatic biological resources; (b) modernization of onshore fish processing organizations and increasing the depth of processing of raw materials; (c) increasing the export of competitive fish products with high added value; (d) development of the innovative potential of the fishery complex; (e) intensification of international cooperation in the field of fisheries; (f) improving the efficiency of implementation of measures to preserve the environmental habitat and protection of aquatic biological resources; and (g) ensuring adequate quality of delivery to consumers of government services.
