Regional Decree No. 921-pa validating Regional state program of the “Development of the fishery complex for 2020-2027”.

The state goals of this Regional Program are to increase the volume of output of the fishery complex by 1.5 times by 2027, including products with high added value due to an increase in the volume of catch of aquatic biological resources by 1.6 times, an increase in the production (cultivation) of aquaculture products by 2 times and strengthening the positions of the regional companies and products in the Russian and world markets; ensuring the competitiveness of Russian fish products in the domestic and foreign markets.
Objectives of the state program are: creation of new, technical re-equipment and modernization of existing fixed production assets, stimulation of entrepreneurial activity and the formation of a positive image of the fishery complex; stimulating the development of aquaculture; creation of a new commercial mass of fish products, including products with high added value through technical re-equipment of the industry and other supporting measures; ensuring effective public administration.
Expected results of the program implementation will be ensured as follows: wider use of existing competitive advantages associated with the presence of the richest reserves of aquatic biological resources (including low-value and underutilized) both in inland waters and in marine waters that determine the possibility of producing a wide range of fish products for mass demand; increase in the output of the regional fishery complex by 1.5 times, including with high added value due to an increase in the harvest of aquatic biological resources, including promising fish species, fishing in the open part of the World Ocean, the development of aquaculture, a significant increase in the degree of processing and marketing of fish products on the Russian and world markets; an increase in the volume of exports of the regional fish products by 2.2 times due to the creation of a new commodity mass (including products with high added value), the creation of an export-oriented commodity distribution infrastructure and a system for promoting and positioning products of the regional fishery complex.
The main priorities of state policy in the implementation of the regional state program are the following: construction and modernization of coastal fish processing enterprises and increasing the depth of processing of raw materials; increasing the export of competitive fish products with high added value; development of aquaculture (fishfarming); development of the innovative potential of the regional fishery complex; ensuring the conservation of habitat and protection of aquatic biological resources, preventing poaching and crime prevention; ensuring proper quality of provision of public services to consumers.
