Regional Decree No. 401-p validating “State Program “Conservation and development of small indigenous peoples of the North in the Nenets Autonomous Area.”

State Program “Conservation and development of small indigenous peoples of the North in the Nenets Autonomous Area is a regional policy document aimed at creation of conditions for improving the conduct of the traditional way of life and traditional economic activities; creating conditions for the participation of residents of the Nenets Autonomous Area in cultural events of small indigenous peoples of the North; providing brigades of reindeer farms of the Nenets Autonomous Area with information materials; increasing the access of persons from among small indigenous peoples of the North in the Nenets Autonomous Area to educational services taking into account their ethno-cultural characteristics; and improvement of living conditions in places of traditional residence of small indigenous peoples of the North.
Implementation of the Program will make it possible to solve many tasks of the state policy in the field of the original, socio-economic and cultural development of small indigenous peoples of the North, to preserve the cultural values of small indigenous peoples of the North, to ensure the revival of original traditions, national art and culture of small indigenous peoples of the North, to solve a number of social issues to improve the life level of the nomadic population, to carry out measures aimed at preserving the traditional way of life and traditional economic activities of small indigenous peoples of the North.
The goal of the Program is to create conditions for the sustainable development of small indigenous peoples of the North based on strengthening the socio-economic potential, preserving the original habitat, traditional way of life and cultural values thereof.
Conservation and protection of original habitat of small indigenous peoples of the North in the Nenets Autonomous Area envisages creation of conditions for improving the conduct of the traditional way of life and traditional economic activities of small indigenous peoples of the North of the Nenets Autonomous Area.
