Regional Decree No. 472 validating the Program “Development of the regional fishing industry for the period till 2010”.

The scope of this sectoral regional policy document shall be the achievement of sustainable functioning of the fishery complex of the region at the expense of conservation, reproduction and rational use of aquatic biological resources, stabilization and consistent increase in the volume of fishfarming and catch, which ensures provision of the domestic market with fish products. Conservation and rational management of aquatic biological resources shall be achieved at the expense of ensuring conformity the stock thereof with fishing capacity, improvement of estimates of total allowable catch and ensuring effective protection of aquatic biological resources to prevent and combat poaching and violations of existing fishing regulations. Artificial stock enhancement shall be achieved through introduction of advanced biotechnology, high productive fish species and improvement of fish breeding practices. The expected results of the implementation of the Program: (a) increase in fish catch, production of commercial fish species; (b) ensuring rational operation of the region's waterbodies and the available pond stock, introduction of pond areas into the fishery turnover; (c) increase in sales of various fish products, including live fish, production of alimentary fish products, including canned fish; (d) ensuring production of fish stocking material; and (e) ensuring stock enhancement of the region's waterbodies with valuable fish breeds.
