Concept of development of the Russian Federation Fisheries Sector for the Period up to 2020.

Concept of development of the Russian Federation Fisheries Sector for the Period up to 2020 is a multisectoral policy document that determines the main directions of formation of the unified state long-term policy. The Concept formulates the goals, objectives, directions and methods of ensuring the interests of Russia in the effective use, protection and reproduction of aquatic biological resources and increasing the competitiveness of fish products. Fisheries in the Russian Federation is a complex sector of the economy, including a wide range of activities - from forecasting the raw material base of the fishery sector to organizing trade in fish products in the country and abroad. More than 5 thousand organizations of various forms of ownership operate in the fishery sector.
The strategic goal is to achieve by 2020 the level of economic and social development of the fisheries sector, corresponding to the status of Russia as the leading world power of the XXI century, occupying the leading positions in the global economic competition. Achievement of the set goal provides for transition of the fishery complex development from the export-raw-material type to the innovative type of development on the basis of conservation, reproduction, rational use of aquatic biological resources and ensuring global competitiveness of goods and services produced by the domestic fishery complex.
Achieving the strategic goal of fisheries development requires the formation of an integrated approach to public management of the sector development, the implementation of coordinated resources, timeframes and stages of transformation and provides for the following tasks: (a) improvement of the regulatory framework in the field of fisheries, corresponding to its effective development; (b) ensuring effective public administration in the field of fisheries; (c) creation of a highly competitive institutional environment that stimulates entrepreneurial activity and attraction of capital to the economy of fisheries; (d) ensuring rational use of aquatic biological resources taking into account fishing pressure on these resources; (e) ensuring that the fishing fleet's extraction capacity is commensurate with the volume of aquatic biological resources; (f) development of artificial reproduction of aquatic biological resources, as well as the formation of gene pool collections and brood stocks of valuable aquatic biological resources; (g) improvement of the system of protection of aquatic biological resources and their habitats, as well as ensuring effective state control and supervision over aquatic biological resources and their habitats; and (h) ensuring safe navigation; (i) scientific research in the fisheries sector.
The development of fisheries in 2008-2020 will take place in 3 stages, differing in terms of conditions and main directions of socio-economic development: the first stage - 2008 - 2012; the second phase - 2013 - 2017; and the third stage - 2018-2020.
