Regional Decree No. 5-p of the Forest Service validating the Regulation for carrying out control (patrolling) measures in forests on the land of the forest fund located in the regional territory.

This Regional Decree is designed to detect and suppress violations by legal entities, individual entrepreneurs and citizens of the mandatory requirements of forestry legislation, as well as in in order to participate in ensuring measures to eliminate the consequences of the identified violations in the implementation of the federal state forestry supervision (forest protection measures) and federal state fire supervision in forests. Organization and control over the implementation of control measures (patrolling) in the forests is carried out by the head of the department of the federal state forestry and fire supervision in the forests of the Main Directorate, heads of forestry departments of the Main Directorate. Control (patrolling) activities in forests can carried out constantly and at any one time. Forest patrol routes are being developed by forestry departments of the Main Directorate within the boundaries of the territory of forestry, taking into account the places of the supposed, systematic or actual violations of the requirements of forest legislation: forest areas, which are places of mass recreation of citizens; forest areas that are the most fire hazardous (young conifers, forest areas where previously there were forest fires); forest plots available for entry of vehicles for hunting purposes; forest areas where young conifers grow in order to protect them during the harvesting of spruce trees and (or) trees of other conifers for the New Year holidays; forest sites on which the development of minerals is carried out, linear objects are located; forest areas adjacent to land of agricultural purposes, peatlands, borders of populated points, horticultural, vegetable gardening and suburban farming associations of citizens; forest plots provided to citizens and legal entities in use, including for the purpose of checking existing cutting areas, located on the forest patrol route, for compliance with requirements of forest legislation by forest users.
