Regional Decree No. 522-P validating the Procedure for the formation of territories of traditional environmental management of small indigenous peoples of the North, Siberia and the Far East of the Russian Federation living in the Kamchatka Territory of regional significance.

This Procedure determines the methodology for the formation of territories of traditional nature management of small indigenous peoples of the North, Siberia and the Far East of the Russian Federation, living in the region, of regional significance, and establishes a list of documents necessary to make a decision on their education. Formation of territories of traditional nature management of small indigenous peoples is carried out on the basis of decisions of the Regional Government, adopted in the form of Government resolutions based on the results of consideration of appeals from persons belonging to small indigenous peoples, communities thereof or their authorized representatives. Territories of traditional natural resource management of small indigenous peoples are formed without withdrawal of land plots from economic use and can be organized in the territories of one, two or more regional municipalities. At the same time, the location of territories of traditional natural resource management within the boundaries of two or more regional municipalities cannot be grounds for violating status or integrity of the region. The size of territories of traditional natural resource use is determined in accordance with the materials for designing territories of traditional environmental management, taking into account the following conditions: (a) maintaining sufficient to ensure renewability and conservation of biological diversity of wild fauna and wild flora populations; (b) the possibility of implementation by small indigenous peoples, various types of traditional environmental management; (c) preservation of historically established social and cultural ties of persons belonging to small indigenous peoples; and (d) preserving the integrity of historical and cultural heritage sites. The boundaries of territories of traditional environmental management shall be approved by the Regional Government. Boundaries of territories of traditional environmental management and functional zones and parts allocated thereto are indicated on the ground by warning and information signs.
