Regional Decree No. 533-P validating the Regional state program “Development of the regional fisheries complex for the period 2014-2020.”

Regional state program “Development of the regional fisheries complex for the period 2014-2020” is a regional multi-sectoral policy document aimed at the development of the regional fishery complex with a view of increasing total catch of aquatic biological resources and manufacturing of fish products.
The goals of the Regional state program shall be as follows: (a) creating conditions for sustainable development of the regional economy; (b) conservation, reproduction, rational use of aquatic biological resources; and (c) ensuring the competitiveness of fish products of the regional producers available for the population of the country.
The tasks of the Regional state program shall be as follows: (a) conservation and increase of the resource base of the coastal fish processing complex; (b) improvement of the situation in the fishery sector in terms of ensuring high quality workers; and (c) ensuring the efficient operation of the regional fishery complex by the regional executive bodies.
Target indicators of the Regional state program shall be set as follows: (a) amount of catch of aquatic biological resources in thousand tons; (b) amount of catch of cultivated salmon in thousand tons; (c) output of fish products in thousand tons; (d) investment in fishery complex in million rubles; (e) average number of the employed staff in thousand persons; and (f) annual regional consumption per capita of fish and fish products.
Expected results of the implementation of Regional state program shall be as follows: (a) sustainable development of regional fishery complex (cluster), primarily in order to meet the growing demand of the regional population and of the country for fish and seafood of domestic production; (b) lay the foundation for aquaculture development in the regional territory; (c) create conditions for the renewal of the regional fishing fleet, designed for coastal fishing, as well as transportation of catches of aquatic biological resources and products therefrom; (d) create conditions for construction and modernization of onshore fish processing plants, increase in volume, expansion of assortment and introduction of innovative technologies for processing of fish products, as well as an increase in the supply of high-quality fish products to the domestic market of the Russian Federation; (e) create conditions for ensuring provision of the regional fishery complex with personnel; and (f) improvement of the effectiveness of public management of regional fishery complex.
The main measures of state regulation in the field of implementation of Regional state program are measures of legal regulation of processes of the functioning and development of the fishery complex - the adoption by the regional Ministry of Fisheries of the regional regulatory legal acts, as well as the preparation of well-grounded proposals for making changes in the current federal and regional legislation and development of the required by-laws.
