Regional Resolution No. 706-P validating "Development of the regional fishery complex."

The fishing industry is the main link in the regional economic structure, has a complex composition and diversified structure. Except fish production, fish processing, study, protection and reproduction of fish resources it includes a number of auxiliary and servicing sub-sectors, as well as industrial and social infrastructure institutions. The most important of them are ship repair, construction, transport, packaging and fishnet production.
Priorities of state policy in the field of fisheries complex at the federal and regional levels are aimed at the provision of the population of the country with safe fish and other aquatic products, saturation of the domestic market with domestic fish products, providing Russian organizations with comprehensive assistance in promotion of seafood and other aquatic products to foreign markets, implementation of innovative fish raw materials processing technologies. The main priority directions of state policy in the development of the regional fishery complex: (a) promotion of export of fish products; and (b) development of fish processing complex.
As part of achieving the goals of the Program, the following tasks and methods have been identified for effective solution in terms of public administration: (a) expansion of foreign economic cooperation between subjects of entrepreneurship and increasing the volume of supplies from aquatic biological resources to the foreign market; (b) creating conditions for the implementation of investment projects for construction and modernization of onshore processing facilities and fishing fleet, as well as projects aimed at increasing volume, expansion of the range, deepening the degree and implementation of innovative technologies for processing fish products; (c) creation of conditions for ensuring regional fisheries with employment of qualified personnel; (d) creating favorable conditions for increasing efficiency of fisheries conservation measures, scientific support for fisheries activities, measures to suppress illegal trafficking of salmon caviar; and (e) creating conditions for increasing the contribution of fisheries organizations in the social development of the Russian Federation and the Kamchatka Territory.
