Regional Government Decision No. 195-pr validating Regional State Program "Development of forestry".

Forestry is an economic activity within the framework of which a system of measures is carried out aimed at forest reproduction, protection, including from fires, protection from harmful organisms and other negative factors, regulation of use of forests and accounting for forest resources to meet the needs of economy in timber and other forest products while maintaining ecological and social functions of the forest. Forests on the regional territory are one of the renewable natural resources that satisfies multiple needs of industry, society and fulfills the most important environment-forming and environment-protective functions. At all stages of development of forestry organization, sustainable forest management, their multi-purpose, continuous and sustainable use is strategically important task.
State policy in the field of forestry development in the region is aimed at the sustainable socio-economic development of forest areas, conservation and enhancement of forests.
The goals of the Regional State Program "Development of forestry" are: (a) ensuring forest reproduction at a level of at least 100 percent to the volume of cut down and dead forests; (b) increasing the efficiency of forestry management, guardianship, protection, use and reproduction of forests, ensuring comfortable and a safe environment for regional residents.
Achieving the goals of the Regional State Program involves solving the following tasks: (a) conservation of forests, including on the basis of their reproduction in all areas of cut down and dead forest plantations; (b) ensuring the implementation of the state civil order for unmanned aerial systems for the period until 2030; (c) increasing the level of prevention and efficiency of extinguishing forest fires, preventing emergencies in forests caused by forest fires and pests; and (d) organization of intensive use of forests, taking into account the preservation of their ecological potential, forest planning and regulation.
Achieving goals and solving problems of the Regional State Program are ensured through the implementation of a set of measures, interconnected in terms of time limits, volumes of financial support and results, the implementation of which involves increasing efficiency of use, protection of forests from fires, protection and reproduction of forests, ensuring stable satisfaction of public needs in resources and beneficial properties of the forest while maintaining economic and ecological potential thereof, as well as the global functions of forests and their biological diversity in the region.
