Abstract
Water as a resource is used in all spheres of modern production and life of the population. Waterbodies located on the regional territory are used for the needs of industry, agriculture and the population (water intake and drainage, mine drainage), as well as for navigation, recreation, and fishfarming.
The development of the regional water management complex is one of the key factors in ensuring economic well-being and social stability, and the implementation of the constitutional rights of citizens to a favorable environment. The main goals of the regional state policy in the development of the region’s water management complex are: (a) ensuring the protection of the population and economic facilities from floods and other negative impacts of water; ensuring a high level of protection of territories from natural and man-made emergencies is a necessary condition for the stable economic development of the region and reducing the amount of possible damage from the negative impact of water; and (b) improving the quality of water in waterbodies in order to create comfortable environmental conditions.
The problems of maintaining hydraulic structures, with the exception of port hydraulic structures located on the territory of the region and designed to protect against the negative effects of water, in good technical condition and ensuring their safety, require solutions.
The Program envisages allocation of subsidies for thorough overhaul and maintenance in good working conditions of the aforesaid hydraulic structures (waterworks). The subsidies shall be allocated to municipalities by the Regional Government through the competent Ministry according to the following procedure: (a) after completing the calculation of the ranking of applications for participation in the selection of municipalities, the Ministry creates a list of municipalities by rating; (b) the first in the list is the municipality whose application for participation in the selection, based on the selection results, has the highest rating value; (c) the municipality that has the first number on the list is considered to have passed the selection; and (d) the distribution (allocation) of the subsidy is made in the next financial year after the selection and the Ministry enters into an agreement with the recipient of the subsidy.
The result of the use of the subsidy is the final result of the fulfillment of the expenditure obligation of the municipality, expressed in the number of hydraulic structures in municipal ownership, brought to a safe technical condition as a result of major repairs at the expense of subsidies.
