Presidential Decree No. 474 On the national development goals of the Russian Federation for the period up to 2030.

Presidential Decree No. 474 On the national development goals of the Russian Federation for the period up to 2030 is nationwide multi-sectoral policy document, adopted in order to achieve increase of the country's population, improve the standard of living of citizens, creation of comfortable living conditions, as well as conditions and opportunities for self-realization and talent development of each individual.
It defines the national goals of the Russian Federation for the period until 2030 as follows: (a) preservation of the population, public health and well-being of people; (b) comfortable and safe environment for life; (c) decent, efficient work and successful entrepreneurship; and (e) digital transformation.
Presidential Decree No. 474 On the national development goals of the Russian Federation for the period up to 2030 establishes the following target indicators: (a) ensuring sustainable increase of the population of the Russian Federation; (b) halving poverty rate compared to the indicator of 2017; (c) ensuring the presence of the Russian Federation among the ten leading countries of the world in terms of research and development, including creation of an effective system of higher education system; (d) improvement of housing conditions for at least 5 million families annually and increasing the volume of housing construction to at least 120 million square meters per year; (e) improving the quality of the urban environment by one and a half times; (f) creation of a sustainable system of municipal solid waste management system, ensuring waste sorting to the amount of 100 percent and reducing the amount of waste sent to landfills by half; (g) reducing by half emissions of hazardous pollutants, which have the most negative impact on the environment and human health; (h) liquidation of the most dangerous objects of accumulated environmental harm and environmental rehabilitation of waterbodies, including the Volga River, Lake Baikal and Lake Teletskoye; and (i) increase in the number of people employed in the sphere of small and medium-sized enterprises, including individual entrepreneurs and self-employed, up to 25 million people.
