Regional Law No. 1-RZ “On the redistribution of powers in the field of water supply and sanitation between local governments of municipalities in the Republic of Ingushetia and state authorities of the Republic of Ingushetia.”

This Regional Law regulates the issues related to redistribution of powers in the field of water supply and sanitation between local governments of municipalities in the Republic of Ingushetia and state authorities of the Republic of Ingushetia. The Regional Government or the authorized regional executive body, which performs the functions of implementing state policy in the field of housing and communal services, including water supply and sanitation, exercises the following powers of local governments of municipalities in the regional territory in the field of water supply and sanitation: (a) organization of water supply to the population, including the adoption of measures to organize water supply to the population and (or) sanitation in the event that it is impossible for organizations providing hot water supply, cold water supply and (or) sanitation to fulfill their obligations or if these organizations refuse to fulfill their obligations; (b) determination of a guaranteeing organization for a centralized system of cold water supply and (or) water disposal of a settlement, urban district; (c) coordinating the withdrawal of centralized hot water supply, cold water supply and (or) sanitation facilities for repair and decommissioning; (d) approval of schemes for water supply and sanitation of a settlement, urban district; (e) approval of terms of reference for the development of investment programs; (f) coordination of investment programs; (g) making decisions on the procedure and terms for terminating hot water supply using open heat supply systems (hot water supply); (h) conclusion of contracts on the conditions for the implementation of regulated activities in the field of water supply and sanitation in cases provided for by the Federal Law No. 416-FZ “On water supply and water discharge”; (i) setting standards for the composition of wastewater; and (j) other powers established by the Federal Law Federal Law No. 416-FZ “On water supply and water discharge”.
