Federal Law No. 416-FZ “On water supply and water discharge.”

This Federal Law regulates relations in the sphere of water supply and water discharge. Water charges for domestic cold water and hot water supply shall be regulated by this Federal Law regarding the relations unregulated by other federal laws. Goals and principles of the state policy in the sphere of water supply and water discharge shall be: (a) protection of public health and improvement of life quality of the population by ensuring continuous and qualitative water supply and water discharge; (b) improvement of energetic efficiency; (c) accessibility of water supply and water discharge; and (d) development of centralized water supply and water discharge systems. The Act consists of 8 Sections divided into 43 articles: (1) general provisions; (2) establishes plenary powers of the Government, federal and regional executive bodies, and local self-government in the sphere of water supply and water discharge; (3) regulates the modalities of cold water supply, hot water supply and water discharge; (4) ensuring quality of potable water and hot water; (5) environmental protection in the sphere of water supply and water discharge; (6) regulation of tariffs; (7) planning and development of centralized water supply and water discharge systems; and (8) conclusive provisions. Water supply and water discharge shall be regulated by contracts.
