Abstract
This multi-sectoral Strategy of socio-economic development of Primorie for the period up to 2025 defines long-term goals and priorities, tasks, as well as the main directions of development of economy and social sphere of Primorie. The Strategy is a basic document that defines the social and economic policy of the Administration and the executive bodies of Primorie for the long term. The Strategy is aimed at: (a) analysis of the existing potential of Primorie development, existing problems, systematization of factors contributing to and hindering socio-economic development of Primorie, as well as analysis of prospects and risks of Primorie development; (b) formulation and substantiation of strategic goals and objectives of socio-economic development of Primorie in the long term, a framework description of the main directions of their solution; (c) development of algorithms to achieve the set goals and objectives; and (d) coordination of actions of public authorities of Primorie, local authorities of Primorie, heads of economic entities, entrepreneurs, public organizations and residents of Primorie to achieve the goals of the Strategy.
The Strategy envisages the following development scenarios: (a) inertia scenario; and (b) target scenario. Inertia scenario envisages that Primorie will retain its leading position in the fisheries sector, but due to the weakness of the corporate sector and the lack of sufficient investment resources, the raw materials specialization of this sector will remain and the development of the timber industry complex will take place due to the preferential development of a low degree of wood processing, as the timber industry organizations are not able to make the investments necessary for a radical change in the situation in the sector. Target scenario envisages transfer of processing facilities to the coastal zone or locations that provide proximity to consumption markets and public policies in a number of sectors aimed at increasing the processing of raw materials and finding ways for large investors to reduce costs.
The main objectives of the fishery cluster development shall be as follows: (a) market diversification: change in the position of Primorie's organizations in the markets of northeast Asia, Russia and Europe; (b) expansion of the sector's product range: increase in production of fish products with a high share of added value due to cost reduction, increase in the depth of processing of raw materials and quality of fish products; and (c) development of the innovative component of the fishery complex (including increase in the volume of scientific and innovative developments and their active implementation) and formation of the sector's own technological platform. As part of the development of the fisheries cluster, the following areas should be implemented: (a) development of fish processing industry; (b) modernization and capacity building of fish processing enterprises; (c) provision of raw materials for coastal (onshore) fish processing enterprises; (d) aquaculture development and increased share of aquaculture in aquatic biological resources extraction; (e) increase in the catch of aquatic biological resources outside the 200-mile economic zone of the Russian Federation, in the open areas of the World Ocean, primarily due to the increase in the production of saury in the open waters of the northwest Pacific Ocean and the resumption of jack mackerel fisheries in the southeast Pacific Ocean; (f) development of coastal fisheries infrastructure; (g) renewal of the fishing fleet; and (h) creation of a fishery certification and audit center.
The main objectives of the development of the agro-industrial complex shall be as follows: (a) providing Primorie residents with quality food products produced in Primorie; and (b) reduction of dependence of the Primorie food market on imported raw materials and foodstuffs. The main tasks shall be set forth as follows: (a) creation of prerequisites for sustainable development of rural settlements; (b) provision of the rural population with sufficient quantity of qualitative potable water, improvement of the health of the population on this basis, as well as rational use of natural water sources for potable water supply purposes; (c) accelerated development of the livestock sector, including livestock breeding, dairy and meat cattle breeding, swine breeding and poultry farming; (d) development of crop production, including rice growing, soybean production, expansion of food wheat sowing, as well as support of elite seed production and development of grain market in Primorie; (e) achievement of financial sustainability of agriculture through attraction of strategic investors in dairy and meat industries, support of production of soybean, rice, food wheat, fruits and vegetables of both open and protected soil; (f) annual growth in milk production by increasing the number and productivity of livestock, as well as the creation of modern mega-farms; (g) elaboration and implementation of a regional program to ensure the quality and safety of foodstuffs in order to improve living conditions and protect health, "Safe nutrition - a healthy generation".
