Regional Law No. 4075-KZ “On regulation of some issues of water relations”.

This Regional Law regulates powers of regional executive bodies on some issues in the field of water relations. The Supreme regional executive body shall have the following powers: (a) validation of rules for navigation of small-size vessels; (b) validation of life-saving rules on waterbodies; (c) validation of regional state programs on management and conservation of waterbodies; and (d) establishment of water charges for the use of public waterbodies. Authorized regional executive body in the field of water relations shall have the following powers: (a) ownership, management, use and disposal of public waterbodies; (b) participation in the activities of basin institutions; (c) elaboration and implementation of state programs and specific departmental programs for management and conservation of waterbodies; (d) reservation of potable water supply and domestic water supply sources; (e) regional supervision over management and protection of waterbodies; (f) state monitoring of waterbodies; and (g) protection of waterbodies against negative impact and mitigation of the consequences thereof.
