This Regional Law No. 746-OZ “On powers of the regional public authorities in the field of biological security.”

This Regional Law establishes powers of the regional Legislative Assembly, the Regional Government and of the region al executive bodies in the field of ensuring biological security. Regional Legislative Assembly shall adopt regional laws and shall exercise control over the implementation thereof. Regional Government shall take part in the implementation of state policy of the Russian Federation in the field of ensuring biological security, nomination of the authorized regional executive bodies in the field of ensuring biological security and coordination of the activities thereof. Regional executive bodies shall exercise the following powers: (a) planning and implementation of anti-epidemic, anti-epizootic, anti-epiphytic measures; (b) monitoring of biological risks; (c) information of local government and the population of the measures aimed at ensuring biological security; and (d) acceptance of proposals from citizens on measures to ensure biological security on the regional territory.
