Abstract
This Law establishes the targets in the field of protection of the population and of the regional territory from environmental and technological emergencies, organizational and legal basis for their carrying out, the authority of state regional bodies and local self-government, the rights and the duties of the population and organizations irrespectively of the form of property and is aimed at the prevention of emergencies, reduction of the environmental damage, material losses and liquidation of the consequences of the emergencies. The document consists of VI Sections that contain 21 Articles. Section I (arts. 1-4) lays down the general provisions. Section II (arts. 5-7) establishes the authority of state regional bodies and local self-government in the field of protection of the population and regional territory from emergencies. Section III (arts. 8 and 9) establishes legal status of the population, organizations, social associations in the field of protection of the population and regional territory from emergencies. Section IV (arts. 10 and 11) regards organizational arrangements. Section V (arts. 12-18) regards arrangements for the liquidation of emergencies. Section VI (arts. 19-21) lays down the final provisions.
