Abstract
This Federal Law establishes general organizational and legal regulations in the field of protection of the citizens of the Russian Federation, foreign citizens and stateless persons residing in the territory of the Russian Federation, the whole land, water and air space within the territory of the Russian Territory or a part of it and the environment from environmental and technological emergencies. The document consists of IX Chapters that contain 31 Articles. Chapter I (arts. 1-7) lays down the general provisions. Chapter II (Arts.8-11) establishes plenary powers of state executive bodies, regional executive bodies and local administration in the field of protection of the population and of the territories from environmental protection. Chapter III (Arts.12-17) regards state management in the field of protection of the population and of the territories from environmental and technological emergencies. Chapter IV (Arts.18-19) determines the rights and the duties of the citizens. Chapter V (Arts.20-21) deals with training of the population in the field of protection from emergencies. Chapter VI (Arts.22-25) determines the modalities of financial and material arrangements as regards protection of the population and territories from emergencies. Chapter VII (Arts.26-28) deals with state audit, survey and control in the field of protection of the population and of the territories from emergencies. Chapter VIII (art. 29) regards international agreements of the Russian Federation. Chapter IX (Arts.30-31) lays down the final provisions.
