Abstract
Regional Premier, in order to implement the Concept of sustainable development of indigenous peoples of the North, Siberia and the Far East of the Russian Federation and create conditions for the socio-economic and cultural development of indigenous peoples of the North of the Republic of Sakha (Yakutia), decrees to approve the attached Concept of sustainable development of indigenous peoples of the North of the Republic of Sakha (Yakutia) for the period until 2035.
The Concept is aimed at uniting the efforts of state authorities, local government and public associations of indigenous peoples of the North of the Republic of Sakha (Yakutia), including Russian Arctic long-term residents of the Republic of Sakha (Yakutia) to solve the problems of economic, social and cultural development of small indigenous peoples.
The Concept is a system of legal, economic, social, and organizational measures aimed at creating conditions for the sustainable development of small indigenous peoples and serves as the basis for the development and implementation of state and municipal programs.
The implementation of the Concept is planned to be carried out in 2021 - 2035 in 3 stages.
At the first stage (2021 - 2025), a set of priority measures will be implemented to improve the regulatory legal framework in the field of protecting the rights of small indigenous peoples, including those regulating issues of traditional environmental management (fishing and hunting), improving the delimitation of the jurisdiction and powers of public authorities and local government. Monitoring systems (registry, social map) of small peoples have been created.
At the second stage (2026 - 2030), it is planned to continue the implementation of measures to create conditions for the sustainable development of small peoples of the Republic of Sakha (Yakutia). It is expected that at the second stage, as a result of the implementation of government incentives and support measures, there will be significant changes in the quality of life of small indigenous peoples, their employment in traditional types of economic activities, as well as in ethno-tourism, organization of reforestation, land management, environmental work, monitoring of the state of the natural environment in places of traditional residence and traditional economic activity.
At the third stage (2030 - 2035), conditions will be created for the sustainable development of small indigenous peoples of the North, including effective mechanisms for preserving their original habitat and traditional way of life, modernizing traditional economic activities and the entire social sphere (including the education system, health care, culture ) in places of traditional residence and traditional economic activity of small indigenous peoples.
