Abstract
The scope of Regional State Program “Environmental protection, reproduction of natural resources” is to ensure environmental protection, environmental and radiation safety of the regional population, the safety of waterworks and the preservation of biological diversity.
Program objectives: (a) reducing the negative impact of waste on the environment and health of the population; (b) identification, prevention and limitation of the impact of radiation hazard sources on the population and the environment, improvement of the environmental and socio-economic situation; (c) preservation and restoration of biological diversity, implementation of environmental, cultural and educational activities; (d) protection of the population and territory from the harmful effects of surface water, protection of surface waterbodies; (e) protection and ensuring the reproduction of fauna, including aquatic biological and hunting resources, as well as organizing their rational use; and (d) creating conditions for effective, responsible and transparent management of financial resources within the framework of performing established functions and powers, improving the state of the environment.
The implementation of the Program involves achieving the following results characterizing the target state (change in state) of the level and quality of life of the population, socio-economic development: (a) the area of protected areas from 2014 (14443.0 thousand hectares) will increase by 2030 to 15247.9 thousand ha; and (b) the length of the coastline of waterbodies, protected from the negative effects of water, will increase from 2014 (68.85 km) to 96.0 km by 2030.
As part of the implementation of the subprogram for the conservation of particularly valuable fish species, since 1999, work has been carried out to preserve the Yenisei sturgeon and sterlet sturgeon (Acipenser ruthenus). As part of the event, a repair and broodstock of sturgeon fish was formed, which is in regional ownership. The main purpose of using replacement broodstock is to obtain eggs of fish breeding quality for the purpose of further obtaining viable juvenile sturgeon and sterlet for release into the river Yenisei and stabilization of the state of natural populations of sterlet and sturgeon, which are under severe anthropogenic pressure. Considering that a ban on catching sturgeon fish species has been introduced in the regional territory since 1998, the use of the available broodstock to obtain fish seeding material is justified and appropriate. Currently, in order to restore the disturbed state of Siberian sturgeon and sterlet stocks in natural conditions, it is necessary to release grown juveniles of Siberian sturgeon and sterlet in the range of 5 to 10 million pieces per year.
In order to maintain the number of hunting resources, prevent the occurrence and spread of diseases of hunting resources, causing damage to the health of citizens, wildlife and their habitats, it is planned to carry out work to regulate the number of hunting resources. For the purpose of planning in the field of hunting and conservation of hunting resources, territorial hunting management and on-farm hunting management are carried out.
