Presidential Decree No. 176 validating Strategy of ecological security of the Russian Federation for the period up to the year 2025.

It is sectoral nationwide Strategy for ensuring environmental security. This Presidential Decree establishes that ecological security of the Russian Federation shall be an integral part of the national security. This Strategy is a strategic document in the sphere of national security planning of the Russian Federation, defining the main challenges and threats to environmental security, goals, objectives and mechanisms for implementing state policy in the field of environmental security.
External risks to environmental security are transboundary air pollution, forest fires, redistribution of transboundary watercourses, creating obstacles to the migration of animals, including aquatic species, unauthorized fisheries (catch) of aquatic biological resources, shooting of migratory wild fauna species, introduction to the territory of the Russian Federation of infected organisms that can cause epidemics (epizootic, epiphytotic) of various scale.
The objectives of the state policy in the field of ensuring environmental security shall be preservation and restoration of natural environment, creation of favorable environmental for human life and sustainable development of the economy, the elimination of the accumulated harm to the natural environment due to economic and other activities in increasing economic activity and global climate change. Achievement of the aforesaid goals, with the consideration of challenges and risks to ecological security, shall be resolved the following tasks: (a) prevention of pollution of surface and groundwater, improving the quality of water in polluted water bodies, restoration of aquatic ecosystems; (b) preventing further contamination and reducing the level of air pollution in cities and other populated areas; (c) efficient use of natural resources, increasing the level of recycling of production and consumption wastes; (d) elimination of accumulated harm to the environment; (e) prevention of land and soil degradation; (f) conservation of biological diversity, terrestrial and marine ecosystems; and (g) mitigating the negative effects of climate change on components of the natural environment. The solution of the main tasks in the field of environmental security shall be carried out on the following priority directions: (a) improvement of legislation in the field of protection environmental protection and nature management, as well as institutional system for ensuring environmental security; (b) introduction of innovative and environmentally friendly technologies, development of environmentally friendly industries; (c) development of a system of efficient waste management of industrial and consumer waste, promotion of recycling industry, including reuse of waste; (d) increasing the effectiveness of control in the field of treatment of radiation, chemically and biologically hazardous waste; (e) construction and modernization of treatment facilities, as well as the introduction of technologies aimed at reducing emissions to the atmospheric air and discharge of pollutants in waterbodies; (f) minimization (reduction to the established standards) of risks of accidents at hazardous production facilities and other man-made emergency situations; (g) increasing the technical potential and equipment of the capacities, participating in activities to prevent and eliminate negative environmental consequences of natural and man-made disasters; (h) elimination of the negative effects of anthropogenic environmental factors, as well as the rehabilitation of territories and areas polluted as a result of economic and other activities; (i) minimization of damage caused to the environment during exploration and mining; (k) reduction of land area disturbed as a result of economic and other activities; (l) implementation of measures for effective conservation and rational management of natural resources, including forest, hunting and aquatic biological resources for the conservation of ecological forest potential; (m) the expansion of measures for the conservation of biological diversity, including rare and endangered species of plants, animals and other organisms, their habitats, and the development of the system of protected natural areas; (n) the creation and development of a system of environmental funds; (o) promotion of fundamental and applied scientific research in the field of environmental protection and environmental management, including environmentally friendly technologies; (p) development of the system of environmental education and awareness, training of staff in the field of environmental security; and (q) more intensive international cooperation in the field of environmental protection and nature management, with the consideration of the protection of national interests.
