Abstract
This Regulation establishes the criteria for classification of seeds and livestock as breeding species. If a lot of grain according to the invoice is destined to the mill it is classified as cereals for consumer purposes and the Instruction on import and export of seeds and livestock for stockbreeding purposes is not applicable in this case. Livestock destined to a slaughterhouse must not be classified as destined for stockbreeding purposes as well. This Instruction is valid for all livestock species included into the Federal Register of Breeding Achievements in accordance with the Annex to this regulation. In case of additional entries to the Federal Register it must be updated and the Federal Customs Committee must be informed in time.

In the course of elaboration of this Regulation by the Ministry of Agriculture and the Federal Customs Committee of the Russian Federation it was established that the customs clearance documents must be drawn up jointly by the Ministry of Agriculture and Food of the Russian Federation, and the Federal Commission on Experimentation and Protection of Plant and Stock Breeding Achievements.
