Abstract
These guidelines present the basic principles, algorithm and models for informing various contingents (consumers and producers of foodstuffs, government agencies in the constituent entities of the Russian Federation and local self-government) about the risks associated with residual amounts of antibiotics in foodstuffs. Methodological recommendations are intended for bodies and organizations implementing the federal state sanitary epidemiological supervision, medical organizations, research organizations carrying out health risk assessments for the population under the influence of environmental factors. Dissemination and exchange of information on risks related to the residual amount of antibiotics in foodstuffs refers to the competence of state authorities and local self-government. Communicating the risks of antibiotic residues in foodstuffs is aimed at three main groups: (a) consumers of foodstuffs (population); (b) food producers; and (c) executive authorities of the constituent entities of the Russian Federation and local government. The purpose of informing consumers of foodstuffs is providing the population with reliable and scientifically based information on the presence and risk level of antibiotic residues in foodstuffs, required sanitary and anti-epidemic arrangements, as well as ways and means of individual prevention. Increasing the efficiency of government bodies and local self-government, the expert community and food producers in the field of counter-proliferation of antibiotic resistance suggests a further transition from risk communication with feedback to peer dialogue model of risk communication. The competence of executive authorities of the constituent entities of the Russian Federation and local government regarding information about the risks of residual amounts of antibiotics in foodstuffs also includes the dissemination of information about risks in order to form public opinion on the problem of antibiotic resistance.
