Abstract
The Strategy on improvement of the quality of food products in the Russian Federation until 2030 is aimed at ensuring adequate nutrition, preventing diseases, increasing the duration and quality of life of the population, and stimulating the development of production and circulation in the food market of appropriate quality. The Strategy is the basis for the establishment of a national food quality management system. The consumer market for food products is an important part of the modern economy of the Russian Federation and requires comprehensive and systematic development. The system of regulatory and legal regulation of relations in the field of quality assurance and food safety in the Russian Federation was related to the unification and harmonization of national food safety regulations with international standards and the fulfilment of the obligations of the Russian Federation as a member of the World Trade Organization and the Eurasian Economic Union. However, imperfect legal and organizational mechanisms with regard to the quality of food products result in the fact that the Russian market is characterized by the turnover of products that do not meet the needs of the majority of the population, as well as falsified food products. Consumption of food products with low consumer properties is the reason for the decline in the quality of life and development of a number of diseases of the population, including unreasonably high caloric content of food products, reduced nutritional value, excessive consumption of saturated fats, shortage of micronutrients and dietary fiber.
Unauthorized use in the agricultural production process of veterinary drugs deliberately introduced into the organism of productive animals leads to food pollution and negative consequences for human health (emergence of infectious agents with new properties, increase in the severity of the current and the consequences of transmitted infections, antibiotic resistance, allergic reactions), which require an increase in the cost of their treatment, including the provision of high-tech medical assistance. This situation is aggravated by the lack of a unified information system for traceability of the quality of food products throughout all processes of production and circulation of food products, which makes it possible to determine the origin of food products, trace the use of medicinal products for veterinary use and plant protection products, and identify organizations responsible for each stage in the chain of production and circulation.
The Strategy is aimed at creating conditions for the formation and implementation of a set of measures to update the regulatory framework, creating mechanisms to stimulate the entrepreneurial community to manufacture and circulate products that meet modern requirements, and ensuring public awareness of the quality of food products, taking into account the need to improve and develop the country's food market. The objectives of the Strategy shall be to ensure the quality of food products as the most important component of public health protection, increase the duration and improve the quality of life of the population, promote and stimulate the growth of demand and supply for better quality food products and ensure the observance of consumer rights to purchase quality products. The achievement of the above-mentioned objectives of the Strategy is envisaged through the realization of the following tasks: (a) improvement and development of the regulatory framework in the field of food quality, including legal aspects related to effective compensation mechanisms for consumer protection; (b) improvement and development of the methodological basis for assessing the compliance of food quality indicators; (c) ensuring the monitoring of the quality of food products; (d) improvement of state regulation in the field of food products quality, including in terms of state control (supervision) and application of measures of administrative responsibility for non-compliance with the requirements to the quality of food products by the manufacturer (executor, seller, person performing the functions of foreign manufacturer); (e) creation of a unified information system for traceability of food products; (f) development and implementation of a food product quality management system; (g) creation of mechanisms to encourage producers to produce food products that meet the quality criteria and principles of a healthy diet; (h) creation of conditions for the production of new-generation food products with specified quality characteristics; (j) renewal of food ingredient production in the Russian Federation; (k) updating the current standards for the content of food additives, flavoring agents, biologically active substances, veterinary drug residues and plant protection products in food products; (l) priority development of scientific research in the field of nutrition of the population, including the prevention of the most common non-infectious diseases and development of production technologies aimed at improving the quality of food products; and (m) promotion of healthy nutritional principles.
