Strategy for Development of Agriculture and Fisheries Through 2030.

Strategy for Development of Agriculture and Fisheries Through 2030 is a nationwide cross-sectoral policy document. The document defines key objectives and economic policy measures to facilitate positive structural changes in the Russian agriculture, fisheries and rural development in the next ten years. State policy in the agro-industrial complex takes into account in the medium-term perspective improvement of the quality of life of rural population through implementation of measures on creation of new small and medium-sized businesses, improvement of housing conditions and improvement of the accessibility of social infrastructure facilities. The main priorities of this Strategy shall be improvement of well-being of the rural population, including those employed in agro-industrial and industrial sectors and increasing their employment levels.
One of the priorities shall be to achieve food security and support of export of agricultural commodities and fish products. In order to implement this objective of this Strategy, the area of agricultural land in use must be significantly increased. This is one of the government's tasks, aimed, inter alia, at ensuring food security, conservation, restoration and increase of fertility of agricultural land, rational use of agricultural land, involvement in agricultural turnover unutilized arable land.
The forecast of agro-industrial and fishery complexes development is developed with the consideration of the need to accelerate the achievement of food security and biological security (including through import substitution on a wide range of products and technologies), preserving social stability. At the same time, the products of the Russian agro-industrial complex should become more than competitive at both the national and international levels. Important conditions for this will be a balance between the interests of the state and the business community, to the fullest extent possible the operationalization of the World Trade Organization Green Basket Toolkit, as well as the solution of social problems. Within the limits of the considered forecast of development of agro-industrial and fishery industry complexes should be expected strengthening the role of the Russian Federation as a supplier of alimentary raw materials and agricultural commodities on the world market and increase of export share in the sphere of agricultural production.
