Government Order No. 2567-r validating the Strategy for the development of agro-industrial and fishery complexes of the Russian Federation for the period until 2030.

The goal of the development and implementation of the Strategy for the development of agro-industrial and fishery complexes of the Russian Federation for the period until 2030 is to ensure long-term and promising development of the agro-industrial and fishery complexes of the Russian Federation, import substitution of critical types of agricultural commodities, strengthening food security, development of new export directions, effective agricultural land management, including involvement thereof in turnover, reproduction of the fertility of agricultural land, as well as digital transformation, taking into account current foreign policy and economic risks.
In the agro-industrial and fishery complexes, a reduction in technology imports is envisaged, namely the localization of foreign production and support for the development of domestic information resources of an applied nature in the field of biotechnology, selection and breeding, agricultural engineering, as well as mechanical engineering for the food and processing industries, production and effective use of new types of agrochemicals.
Key development guidelines: (a) import substitution; (b) development of the food and processing industry, including the introduction of innovations; (c) digitalization of industries and sub-sectors of the agro-industrial and fishery complexes; (d) preservation, restoration and increase in the fertility of agricultural land, rational use thereof, involvement of unused arable land in agricultural turnover; (e) selection and genetics; (f) development of the reclamation complex; and (g) introduction of new types of services and solutions to optimize production and logistics processes.
The agro-industrial and fishery complexes in 2030, subject to maintaining economic stability and increasing funding (according to the target option), will achieve the following indicators reflecting efficiency in relation to the level of 2020: (a) the production index of the agro-industrial complex (in comparable prices) will be 129.7 percent; (b) exports of agricultural commodities (in comparable prices) will amount to more than 47.1 billion US dollars; (c) the index of the physical volume of investment in fixed capital by type of economic activity “Agriculture, forestry, hunting, fishing and fishfarming” will be 150 percent; (d) gross added value created in agriculture will amount to 6551.9 billion rubles; (e) gross added value of the production of food products, beverages, tobacco products will amount to 4393.3 billion rubles; and (f) 198 thousand people will be involved in small and medium-sized businesses in the field of agriculture.
