Abstract
The purpose of this Law is to promote and facilitate investment in Rwanda.
The Law is composed by 6 articles and an Annex on Investment incentives for registered investors.
After Chapter 1 which sets the purpose of the law and gives definitions for the interpretation of the text, Chapter 2 covers the investment facilitation and includes provisions on the guarantees to the investors (Section 1), defines the priority economic sectors that benefit from investment incentives and the strategic investment projects and it deepens the investment incentives, their granting and approval. Section 2 of this Chapter is dedicated to the regulation of the Institutional arrangement in investment facilitation: it sets a Private Investment Committee in charge to review and approve strategic investment projects, additional investment incentives to be granted to those, identify other priority economic sectors etc.
Chapter 3, on investment registration and investment certificate, covers procedural matters. Chapter 4 sets up the obligations pending on registered investors. Chapter 5 is about change, suspension and termination of investment operations and it covers procedural matter inherent thereto. Chapter 6 finally sets transitional and final provisions.
