Abstract
This Law governs competition and consumer protection and applies to any economic activity carried out by any means which is related to business and has an effect on the consumer or on competition in the Rwandan market. The Law defines: distance contract; competition; enterprise; seller; consumer; customer. The Law covers the following matters: anti-competitive practices and activities; prohibited horizontal and vertical agreement; criteria for determination of an enterprise with dominant position; merger of enterprises and effects; initiation of market inquiry; consumer rights and protection of their health; protection from unfair and deceptive commercial practices; consumer protection in commercial contract; false or misleading representation of a good or service; unfair business practices; quality standards applicable to good or service for consumer health and safety; quality standards for good or service and for information furnished in relation thereto; obligation to inform the consumer; labelling particulars of a good or service; liability for defect arising from a good or service; consumers' rights in e-commerce; investigation into commercial activities; resolution of complaint related to competition and consumer protection; administrative sanctions.
