Abstract
The Order outlines the principles of strategic environmental assessment, which include the early identification and integration of environmental concerns into government planning, consideration of all alternatives (including no action), and transparency in decision-making with input from stakeholders. It also emphasizes the importance of documenting and assessing the results, ensuring public access to information, and accountability to the public and the Rwanda government. The assessment must be conducted during the preparation phase of any policy, plan, or program, and before its adoption. Article 4 outlines the procedures for conducting a strategic environmental assessment, initiated by the responsible institution. It involves identifying the characteristics of policies, analyzing their formulation process, and determining their environmental impacts. The process includes consultations with authorities, seeking beneficiaries' views, integrating the assessment into policy development, and monitoring the entire assessment process. The text consists of 12 Articles divided into III Chapters.
