Abstract
This regulation sets forth a framework to ensure the effective and efficient collection, transportation, and treatment of hazardous waste, aimed at protecting public health and the environment. It applies to any company, cooperative, or individual involved in or intending to provide services related to the collection, transportation, or treatment of hazardous waste. Chapter II outlines the management, handling, and regulation of hazardous waste. It covers the characteristics of hazardous wastes, segregation, and packaging requirements, including the types and nature of containers, labeling, collection, transportation, and storage. It also addresses occupational health, safety, and risk management. Chapter III focuses on licensing procedures for hazardous waste handling, detailing application processes, criteria for issuance, administrative requirements, and license validity. It includes provisions for license renewal, transfer, modification, and revocation. Additionally, it covers licensee obligations, such as reporting, inspection, employee safety, training, accident reporting, and enforcement of administrative sanctions.
