Abstract
This establishes the Rwanda Utilities Regulatory Authority (RURA). RURA shall regulate and monitor regulate certain public utilities including, among other things, water, sanitation and renewable and non-renewable energy. The Regulatory Board of RURA shall be the supreme management and decision making organ. It shall have full powers and responsibilities to manage the property of RURA in order for it to fulfil its mission. RURA shall carry out regular reviews of tariffs and charges required by providers of regulated services.
