Abstract
This regulation aims to ensure safe, high-quality water suitable for human consumption, delivered with adequate pressure and reliable billing. It promotes investment in water supply, protects consumers from provider misconduct, and ensures that basic human needs are met. Additionally, it supports sustainable and efficient water use, equitable access, fair tariff regulation, cross-border water resale, and encourages Public-Private Partnerships in service provision.The regulation applies to all entities involved in Rwanda’s potable water supply chain producers, distributors, and vendors, ensuring that each adheres to established quality, safety, and operational standards. It prioritizes consumer protection by mandating equitable access, safeguarding users from service provider misconduct, promoting efficient water use, and supporting fair competition. While licensing and compliance frameworks support accountability, the regulation’s core focus remains on delivering safe, affordable water to all citizens. The text consists of 73 Articles divided into VI Parts and has 3 Annexes.
