Abstract
The Cabinet Resolution adopts the Statute of the Saudi Irrigation Organization, comprising 16 articles. It provides that the Organization is mandated to regulate, oversee, operate, and develop activities and services related to irrigation, dam management, and the reuse of treated water in the Kingdom. In particular, its functions include (i) developing, reviewing, evaluating, and overseeing the implementation of policies, strategies, plans, and programmes within its mandate; (ii) providing irrigation and agricultural drainage services, including the transfer, distribution, and sale of treated wastewater for agricultural, industrial, and urban uses, as well as the design, construction, operation, and maintenance of dams; (iii) establishing irrigation schedules for crops in line with allocated water resources; (iv) treating and reusing agricultural wastewater; (v) preparing and implementing emergency and crisis management plans, including measures to address water shortages; (vi) proposing draft regulations and bylaws relevant to its mandate; (vii) setting applicable standards; (viii) implementing and monitoring standards for water quality and agricultural soil, and supporting environmental remediation efforts; (ix) designing, constructing, operating, and maintaining water supply sources in coordination with competent authorities; (x) designing, constructing, operating, and maintaining pumping stations, infrastructure, and agricultural drainage systems; (xi) deploying approved technologies to monitor water consumption, ensure compliance with allocations, and address violations; (xii) conducting studies and research in cooperation with universities, institutes, and specialized entities; (xiii) adopting modern technologies to optimize water use; (xiv) representing the Kingdom at local, regional, and international levels; (xv) organizing and participating in workshops, seminars, conferences, and exhibitions; (xvi) coordinating with relevant entities to deliver training programmes and build capacity in related fields; (xvii) maintaining databases and statistical records on its activities; (xviii) undertaking investments aligned with its objectives; (xix) determining fees for treated water, services, works, and products; (xx) licensing activities within its scope of work; (xxi) enhancing revenues and maximizing returns on its assets, independently or in partnership with others; and (xxii) promoting the efficient use of all available water sources, including irrigation, dam, and conventional and non-conventional treated water. The Organization is governed by a Board, responsible for supervising its activities and taking all necessary decisions to achieve its objectives in line with the regulatory framework.
