Abstract
Article (2) of the Regulation provides for Violations Apprehension. The Article establishes that in implementing the provisions of article (36) of the law violations of the provisions of the law and Executive Regulations are apprehended, investigated, and substantiated by inspectors who can request support and backup from security authorities when needed. Investigation of the provisions of the law and Executive Regulations refers to the substantiation of violation occurrence and its attribution to the violator through a violation report. Art 3 concerns Violations Apprehension procedures and clarifies that violations are apprehended through issuance of a violation report containing information about the location of the violation, its date, its details, date and time it was apprehended, violators’ names, their nationalities, their ID numbers, and the means of transportation used, in accordance along with a series of documents attached. Article (4) is Penalties and Art 5 concerns rehabilitation and compensation payment. Art 6 recognizes a right to object on the violator. Article contains procedures regarding the disposal of confiscated items.
Article (8) requires the Minister to form one or more Violations’ Review Committee; the Committee is responsible for examining violations of the provisions of the law and Executive Regulations, and imposing one or more penalties as listed in these Regualtions.
