Abstract
This Regulation consisting of 13 articles aims to ensure the sustainable and legal trade of wildlife species, their products, and derivatives in the Kingdom, while also emphasizing the importance of conservation and protection of these species. Article 3 establishes the competeencies of the two administrative and executive authorities for the trade of endangered wild speicies, namely (1) the National Center for Wildlife Development that shall regulate trade in the samples of terrestrial and marine animal wildlife species as well as samples of marine plant wildlife species, and (2) the National Center for Vegetation Cover that shall regulate trade in terrestrial and coastal plant samples. Each Center is tasked with developing regulations, quotas, and licensing requirements for the trade of wildlife species, maintaining national records, implementing the Convention's obligations, communicating with relevant authorities and international organizations, raising awareness, qualifying technical bodies, conducting inspections at border crossings and local markets, managing shelter centers, and reporting on national efforts and trade activities related to wildlife species.
Article 5 outlines regulations for trading in wildlife species samples, requiring licenses issued by the Competent Center and adherence to specified standards, while also designating approved entry/exit points and ports. Licenses, provided in both Arabic and English, detail Convention and Center requirements. The Regulation covers license mechanisms, exceptions, ownership certificates, and regulations for captive-bred species, as well as provisions for reporting violations and imposing penalties. Additionally, it includes a template list of terrestrial and coastal plant wildlife species with relevant details. Article 11 pertains to living wildlife species held in captivity, outlining conditions and requirements set by the National Center for Wildlife Development regarding their placement, care, and documentation, with individuals responsible for adhering to these regulations and providing requested information to the Competent Center.
