Abstract
These Regulations are comprised of 16 articles structured into six Parts, with Part two focusing on data and information management, stipulating that if the Ministry requires data or information from the licensee to implement the system, it must be provided within the specified timeframe and through the designated mechanism; failure to comply necessitates the submission of justifications and available alternative data within ten working days. Part three outlines the procedures for licensing gas activities, emphasizing that licensees must comply with security, safety, health, and environmental regulations mandated by relevant authorities. This includes preparing emergency plans directed by the Ministry of Interior, conducting biennial compliance studies, submitting risk assessments every five years, ensuring emergency shutdown capabilities, providing comprehensive safety training, maintaining security and safety systems to approved standards, and promptly reporting accidents to the Ministry within 30 minutes of occurrence. Part four addresses tariffs, outlining that the Ministry has the authority, as stipulated in the Law, to set the gas tariff charged by licensees to consumers periodically. Part five details the rules and procedures governing activities under the Law, covering aspects such as notifying licensees of management decisions, the responsibilities of interim directors, referral to the committee for urgent violations, the conclusion of management periods, and measures taken by the Ministry to ensure service continuity.
