Abstract
The National Transformation Program (NTP) is a multisectoral document outlining the Second Phase of a development program that follows and complements the first phase included in the 2016-2020 Program. The first phase addressed 8 themes, including tourism development, improved living standards, and enhanced healthcare. These three areas, along with their objectives and initiatives, were integrated into existing and new Vision Realization Programs for better alignment. In its Second Phase, the NTP focuses on 7 dedicated themes comprising several strategic objectives and new initiatives. The program collaborates closely with concerned ministries, including Commerce, Investment, Justice, Human Resources and Social Development, Communications and Information Technology, Environment, Water and Agriculture, and Economy and Planning. The National Transformation Program aims to develop the necessary infrastructure and create an environment that enables the public, private, and non-profit sectors to achieve the Kingdom’s Vision 2030. This will be accomplished by achieving government operational excellence, supporting digital transformation, enabling the private sector, developing economic partnerships, and promoting social development, in addition to ensuring the sustainability of vital resources. The 7 themes and their strategic objectives, outlined in the document, are as follows (1) Achieve Government Operational Excellence through: (i) fostering values of equity and transparency; (ii) improving productivity of government employees; (iii) improving quality of services provided to citizens; (iv) enhancing transparency across government roles; (v) ensuring responsiveness of government entities to stakeholders' feedback; (2) Ensure Sustainability of Vital Resources to: (i) reduce all types of pollution; (ii) safeguard the environment from natural threats; (iii) protect and rehabilitate natural landscapes; (iv) ensure development and food security; (v) ensure sustainable use of water resources; (3) Social Empowerment and Non-Profit Sector Development by: (i) empowering citizens through the welfare system; (ii) improving effectiveness and efficiency of welfare system; (iii) encouraging volunteering; (iv) enhancing businesses' focus on their social responsibilities; (v) supporting growth of non-profit sector; (vi) empowering non-profit organizations to create a deeper impact; (4) Labor Market Accessibility and Attractiveness by: (i) increasing women participation in the labor market; (ii) enabling integration of people with disabilities in the labor market; (iii) improving working conditions for expats; (iv) sourcing relevant foreign talent effectively; (5) Digital Transformation through the development of digital economy and e-Government; (6) Private Sector Empowerment aiming to: (i) enhance ease of doing business; (ii) attract foreign and local investments; (iii) enable the development of the retail sector; (iv) support national champions to consolidate their leadership globally; (v) develop promising local companies into regional and global leaders; (vi) grow SME contribution to the economy; (vii) grow productive families contribution to the economy; (viii) strengthen communication channels with citizens and business community; (ix) enhance businesses' focus on the sustainability of the economy; (7) Development of Economic Partnerships by: (i) pushing forward the GCC integration agenda; (ii) developing economic ties with the region beyond GCC; (iii) developing ties with global partners.
In particular, for what concerns the Second theme related to the protection of the natural resources, it targets safeguarding the environment from natural risks, such as desertification and sand drift through developing and conserving plantations, and enhancing protection from insects. In addition, the theme aims to prepare the natural areas through establishing protected areas and partnering with the private sector to maintain and rehabilitate natural areas. This theme contributes to the enhancement of national capabilities in natural risk prediction and mitigation. Moreover, the theme contributes to the development of vital resources and their sustainability. Furthermore, it focuses on achieving food and drug security, developing water resources by conservation and desalination, maximizing the use of treated sewage water, and increasing the efficiency of water networks via the development of effective systems for water distribution and water loss minimization.
