Abstract
This Law, consisting of 24 articles, establishes a comprehensive framework for standardization and quality of the products, processes and production methods concerned. It is founded on the following key guiding principles (i) involvement of relevant stakeholders in the preparation, adoption, and approval of standards; (ii) ensuring transparency throughout standardization processes; (iii) aligning Saudi standards with relevant international documents; (iv) incorporating technological advancements in product development; (v) promoting sustainable development; (vi) adhering to the principles and rules of international and regional standardization organizations, as well as related agreements to which Saudi Arabia is a party; and (vii) ensuring non-discrimination between local and imported products. The primary goals of standardization are (i) ensuring high levels of protection for human, animal, and plant life, as well as safeguarding property, security, and the environment; (ii) supporting the competitiveness of the national economy; (iii) promoting fair trade in the market; (iv) protecting and meeting consumer interests and expectations; (v) optimizing resource and energy use while encouraging sustainable production and consumption patterns; (vi) facilitating trade by eliminating unnecessary technical barriers; (vii) enhancing the quality of products and services. Under article 5 the Saudi Standards, Metrology, and Quality Organization (SASO) is the sole authority for standardization and quality activities - except for products and services under the jurisdiction of the Saudi Food and Drug Authority (SFDA) - and oversees and coordinates all standardization and quality-related activities. The main functions of SASO include developing and overseeing a national standardization strategy, preparing and managing standards, approving protection measures, and promoting research on standards. SASO also provides interpretations, updates a standards guide, and participates in international and regional standardization efforts to align with Saudi interests. It represents the Kingdom in global standardization bodies, ensures standards are accessible for a fee, and serves as a reference authority for related information.
Chapter 5 concerns the quality of products and pruduction processes and establishes that SASO is responsible for preparing a national quality strategy and overseeing its implementation. The board adopts the standards and regulations that define product and service quality specifications. SASO may also organize competitions and initiatives to improve quality in Saudi Arabia. Additionally, SASO grants quality marks and other certifications according to specific regulations. It is prohibited to use or advertise these marks without proper certification. Those granted the right to use these marks must comply with the conditions and cease using them once the license expires.
