Regulation of the Municipal Solid Waste Management System.

This Regulation consisting of 32 articles divided in XII Chapters aims to establish the procedures, conditions, and standards necessary to carry out the duties and responsibilities of the Ministry of Municipal and Rural Affairs and Municipalities in the management of municipal solid waste, the implementation of their projects, and the organization of activities and studies related to this issue in order to protect the urban environment and achieve the principles of sustainable development in the Kingdom's cities. It to all processes related to the management and projects of municipal solid waste, such as collection, separation, sorting, transport, treatment, minimization, reuse and safe disposal. Chapter II deals with tasks and responsibilities of (i) the Ministry; and (ii) Secretariats and Municipalities in order to raise the level of health and environment, and the safety and welfare of the population, and the achievement of global aspects. An emergency plan to deal with municipal solid waste in cases of necessity or exceptional circumstances will be implemented (art.12). Chapter III deals with license to practice municipal solid waste management activities, including licensing areas, guidelines for obtaining a license, and licensing models. Chapters IV and V provide for conditions and standards of contracting. Chapter VI regards rules for selection and establishment of landfills. Chapter VII provides for rules for establishing waste sorting, treatment and recycling facilities. Chapter VIII deals with responsibilities of producers and transporters of waste. Chapter IX regards the management of buildings and demolition waste. Chapter X states that all types of municipal solid waste shall be the property of the Ministry, Secretariats and Municipalities as long as they are placed in the designated containers or in a location that is known to be a waste disposal site. Chapter XI deals with punishments for violations.
