Abstract
These Regulations, comprising 262 articles organized into nine Chapters, cover various agricultural matters including the issuance and management of agricultural records and licenses, classification of agricultural licenses, endorsements and certificates, regulation of agricultural marketing establishments, quality control, implementation of good agricultural practices, procedures for pest control, rules for trading agricultural machinery, and Ministry participation in fostering agricultural cooperative societies and civil societies, all aimed at ensuring regulatory compliance and promoting the growth and sustainability of the agricultural sector.
Regarding the livestock sector, key provisions pertain to (i) the location and management of livestock production and veterinary facilities in compliance with environmental standards, licensing requirements for agricultural and veterinary operations, and approval processes for zoos and wildlife breeding centers; (ii) the regulation of livestock trade, importation, and exportation, genetic resource preservation, and animal welfare standards; (iii) livestock registration and management; (iv) animal handling practices in accordance with Ministry guidelines; (v) animal health protocols including vaccination, disease reporting, and biosecurity measures; (vi) regulation of veterinary facilities to ensure quality care and ethical practices; (vii) supervision of slaughterhouses to maintain meat safety and animal welfare; (viii) collaboration with authorities to regulate veterinary preparations and pesticides, minimize antimicrobial use, and prioritize health and environmental concerns; (ix) regulation of import, export, and transit of livestock through approved quarantine sites; (x) beekeeping licensing and supervision by the Ministry.
Regarding live aquatic wealth, the Regulations encompass all activities concerning fish, fishing, and aquaculture, spanning from traditional to commercial, tourist, and high-seas fishing, alongside various aquaculture systems, ensuring compliance with quality control, marketing, biosecurity standards, and export procedures for aquatic products. Additionally, a dedicated section addresses controls on aquaculture licenses and the administration, oversight, and investment in fishing ports.
The section focusing on oversight, inspection, and enforcement of infractions encompasses measures such as (i) immediate closure of unlicensed veterinary facilities; (ii) the Ministry's power to seize unsafe agricultural products due to disease or pest concerns; (iii) protocols for the treatment, disposal, and compensation of agricultural waste; (iv) rigorous inspection and enforcement of violations; (v) establishment of committees to examine infractions.
