Abstract
This Act consisting of 39 articles aims at (i) ensuring the feed safety; (ii) protecting animal health; and (iii) protecting public health from the transmission of harmful substances through the use of unsafe fodder and it applies to all stages of handling and using feed and its components either locally produced, or imported, or prepared for to be exported. Before practicing any activity in the feed field - except for the agricultural activity - a license must be obtained from the Food and Drug General Authority.
Among the measures to guarantee feed safety there are (i) subject the feed and its derivatives that contain genetically modified products upon entry to the Kingdom to the required procedures; (ii) review the new technologies that are applied to feed, and take appropriate decisions regarding them; (iii) the establishment of a rapid alert system to report any direct or indirect danger to human, animal or public health caused by feed; (iv) measures for feed manufacturers, such as not to use animal farm or slaughterhouse waste, or plant waste except in accordance with the approved conditions and controls, and apply the principle of risk analysis and the critical points control system; (v) it is prohibited to add any medicine or feed additives. Art.15 lists cases in which is prohibited the circulation of feed, such as it contains prohibited substances, additives, or harmful ingredients, it is harmful to the environment or health, or adulterated, the Authority decided to withdraw it, or it is not registered. The Authority, if there is a potential risk to human, animal or public health, may issue an order to temporarily close the factory. Inspectors shall undertake supervision, inspection, and control of violations.
