Abstract
This Tenth Development Plan is a 5-year nationwide multisectoral document aiming at achieving the following three broad goals (1) increasing population growth rates; (2) setting requirements to improve the standard of living of citizens and their quality of life; (3) facing the rapid changes in the global oil markets. The Plan identifies eight national priorities that require focus on dealing with the economic and social issues and challenges, as follows (1) launching major economic initiatives; (2) developing the financial resources of the state; (3) raising the efficiency of government spending; (4) activating the role of the private sector; (5) improving the effectiveness of government performance; (6) activating community productivity; (7) building developmental security; (8) reviewing economic policy options.
The document highlights different strategies to be followed in the different sectors to promote sustainable development. It encourages (i) economic diversification to multiply the sources of income and increase the contribution of the industrial and service sectors (including agriculture, tourism, and industry) to the gross domestic product, and reduce dependence on oil; (ii) a population policy that achieves a balance between economic, natural and human resources, and improves the quality of life and well-being of the population; (iii) an inclusive society aimed at improving the conditions of different social components such as (a) youths, to be encouraged to participate in the comprehensive national development process and contribute to providing social and voluntary services, and play an important role in building the economy and in protecting the security and sovereignty of the country; (b) women, increasing their contribution in various fields of development by creating an environment that enables women to actively participate in the development, provides them with appropriate job opportunities, rewards them according to their capabilities and productivity, and guarantees them all the rights stipulated in the true Islamic religion; (c) social safety nets, family and childhood care that raise the citizen's standard of living, meet his basic needs, reduce poverty rates to the lowest level, and alleviate the suffering of needy families; (d) a balanced development among the regions of the Kingdom to enjoy advanced facilities and services of high quality that are easily accessible.
Particular interest is devoted to the protection of natural resources, with the following objectives (i) maximizing the added value of hydrocarbon resources (oil and gas) in all uses and production activities; (ii) strengthening mechanisms for preserving petroleum wealth and rationalizing its use; (iii) developing the use of renewable energy sources and desalination of salt water; (iv) expansion of reuse of treated water for agricultural purposes; (v) enhancing mechanisms to rationalize water consumption, reduce losses in production, transportation and distribution operations, and develop water efficiency standards for all activities and uses; (vi) protecting non-renewable water resources and ensuring their long-term availability; (vii) promoting renewable water resources, studying the available capabilities, and finding additional surface and underground storage capabilities; (viii) developing an integrated water desalination industry compatible with the use of renewable energy supported by advanced research centers; (ix) reviewing the incentive system provided by the state to ensure its consistency with the goal of preserving natural resources, reducing waste, and protecting the environment from pollution; (x) studying the feasibility of using solid waste in thermal and electrical power generation and water desalination; (xi) improving the level of waste management, reducing the volume of waste, increasing its recycling rates, and its safe disposal; (xii) reducing air pollutant emissions from various sources of transport, factories, and other facilities; (xiii) protecting the natural environment and wildlife, developing and expanding reserves, strengthening mechanisms to protect lands from desertification and overgrazing, and coastal and regional waters from pollution, and preserving biodiversity.
