Abstract
These Regulations, made by the Minister of Energy, Mines and Minerals under section 80 of the Mines Minerals Act, 1990, implement provisions of the Act with respect to, among other things: (application for) mineral rights; consultation with landowners; fees; inspections; recording; and assignment transfer, encumbrance, relinquishment and surrender of a mineral right. They also provide for appeal with the Minister against decisions of the Director of Mines. A mineral right means the right to carry out activities pursuant to a permit, licence (other than a gold dealer licence) or mining lease issued under the Act. In meetings with landowners the environmental implications of proposed prospecting and prospective mining operations shall be outlined.
