Abstract
The present Regulation, issued by the Swedish Forest Agency, lays down provisions and general guidelines concerning the Forestry Act. It contains the following chapters: 1. General guidelines on the Forestry Act's general rules; 2. Establishment of new stands on productive forest land; 3. Felling of forests in productive forest lands and measures on forest impediments; 4. Requirements for felling permits etc., in forests close to mountains and consultation in reindeer year-round husbandry lands; 5. Temperate deciduous forest; 6. Measures against harmful insects; 7. Consideration for nature conservation, cultural resource management, and reindeer husbandry; 8. Supervision.
The Regulation contains detailed rules implementing and complementing the Forestry Act concerning, among other things: the obligation to establish new forest stands; forestry regeneration measures; use of forestry cultivation materials, including vegetative propagation materials; alien tree species; felling methods; regeneration felling, including notification requirements; extraction of forestry products for fuel; application for felling permits; construction of forest roads; consultation with Sami communities; requirements for the preservation of temperate deciduous forest, including felling in such forests; timber storage; control of spruce bark beetle in some areas; ecosystem conservation measures, including of priority bird species; environments that may need protection zones; measures to prevent the damage of water and soil; the use of nitrogen fertilizers; conservation of the long-term nutritional balance of forest land in forest fuel extraction activities and nutrient compensation measures; protective ditching and cleaning of ditches; etc.
