Decree on the construction and maintenance of shelters.

This Decree determines the areas and facilities where basic protection shelters must be built, as well as the conditions for the construction and maintenance of shelters. As a rule, shelters are built within the building as dual-purpose facilities. Basic protection shelters are built in the regulatory areas of cities and other settlements with more than 10,000 inhabitants. In these areas, investors must build basic protection shelters in facilities designed for: public health service with more than 50 beds; educational institutions for more than 100 children; regular education for more than 200 participants of the educational program; public telecommunications and postal centers; national television and radio; public passenger rail, bus, sea and air transport; important energy and industrial activity, where activities of special importance for defense and protection will be carried out in the event of war; the work of state bodies with more than 50 employees.
