Abstract
This Law regulates the protection of people, animals, property, cultural heritage and the environment against natural and other disasters. An accident is an event or series of events caused by uncontrolled natural and other forces that affect or threaten the life or health of people, animals and property, cause damage to cultural heritage and the environment to such an extent that for their control and management it is necessary to use special measures, forces and means, because the measures of regular activities, forces and means are not sufficient. Natural disasters are earthquakes, floods, landslides, avalanches, heavy snow, strong winds, hail, sleet, frost, drought, fires in the natural environment, mass outbreaks of contagious human, animal or plant diseases and other disasters caused by natural forces. According to the regulations on agriculture and elimination of the consequences of natural disasters, unfavorable weather conditions caused by sleet, frost, drought, storm, hail or animal and plant diseases and plant pests are also considered a natural disaster.
This Law is divided into sixteen main thematic Chapters and a total of 129 articles. Title of Chapters are as follows: I. General provisions; II. Duties and rights of citizens; III. Competences; IV. Programming and planning; V. Monitoring, notification and alarming; VI. Protective measures; VII. Personal and mutual protection; VIII. Protection, rescue and assistance forces; IX. Management and leadership; X. Tasks of the administration; XI. Inspection; XII. Professional work and safety at work; XIII. Education and training; XIV. Financing; XV. Penal provisions; XVI. Transitional and final provisions.
The goal of protection against natural and other disasters is to reduce the number of accidents and to prevent or reduce victims and other consequences of these accidents. The state, municipalities and other self-governing local communities (local communities) organize protection against natural and other disasters as a unified and comprehensive system in the country. The protection system regulated by this Law includes programming, planning, organization, implementation, control, financing of measures and activities for protection against natural and other disasters. The fundamental tasks of the system of protection against natural and other disasters according to this text are: detection, monitoring and study of the dangers of natural and other disasters; prevention of natural and other disasters; informing, warning and alarming about impending dangers and giving instructions for protection, rescue and assistance; education and training for protection, rescue and assistance; organization of Civil Defense and establishment and maintenance of other forms of preparedness for protection, rescue and assistance; self-protection, self-help and mutual assistance (personal and mutual protection); mobilization and activation of forces and resources for protection, rescue and assistance; ordering and implementing protective measures; rescue and assistance; elimination of the consequences of natural and other disasters, up to the provision of basic conditions for life; assessment of damage caused by natural and other disasters; international cooperation in the implementation of protection against natural and other disasters; control over the implementation of regulations on protection against natural and other disasters; assistance to other countries in the event of natural and other disasters. Civil protection is a specially organized part of the system of protection against natural and other disasters. Civil protection includes management bodies, units and services for protection, rescue and assistance, protective and rescue equipment and facilities and devices for protection, rescue and assistance. Everyone must notify the nearest information center or the police of any danger of a natural or other disaster as soon as they notice or become aware of it.
