Abstract
This Decree here determines the methodology according to which damage and other consequences caused by natural and other disasters such as earthquakes, floods, landslides or avalanches, heavy snow are determined, assessed and documented, strong wind, sleet, frost, drought, storm, hail and industrial accident, except for damage assessed by intervention managers or other reporters in accordance with the regulations on the organization and operation of the observation, notification and alarm system. The damage assessed according to the methodology is the basis for the preparation of proposals for eliminating the consequences of disasters and guiding preparations for protection against natural and other disasters.
According to this methodology, damage is determined and assessed according to the following damage groups: 1. Land (forests, agricultural land, land for construction); 2. Facilities (buildings, civil engineering facilities, transport infrastructure facilities such as roads, railways, bridges and others, distribution pipelines for water and waste water, water facilities and others, power lines and telecommunications network); Fixed and working assets: (fixed and working assets/movable assets, current agricultural production, perennial plantations); Cultural assets (cultural and sacred objects, memorials, museums and others, movable heritage such as works of art and others); and 5. Other.
