Abstract
This Decree determines the competent authorities, weighing, methods of first sale, separately for small and large quantities, mandatory documents and markings accompanying fishing, first sale and sale of fishery products, obligations of fishing vessels in relation to lost fishing gear and traceability of fishing vessels and fishery products and products from aquaculture, control and criminal sanctions for the implementation of related EU legislative documents as listed in article 1.
This text aims to ensure transparency and compliance within the fishery industry, promoting sustainable practices and accountability among those involved in the catch and sale of fishery products in Slovenia and sets all necessary standardized and updated rules regarding the outlined responsibilities and requirements for individuals involved in the fishing industry. It references various EU regulations, such as Regulation 1224/2009/EC and Implementing Regulation 404/2011/EU, which establish rules for the common fisheries policy and control systems. Key points include the obligation for fishing vessels to have equipment to retrieve lost fishing gear, with exceptions for smaller vessels operating in specific waters. Masters of fishing vessels are required to keep logbooks and landing declarations, either electronically or in paper form, depending on the vessel's size and operating area. They must also fill out these documents with detailed information on caught and discarded fishery products. This Decree emphasizes traceability and identification of suppliers and buyers, as well as the importance of accurate and timely submission of documents such as transport and takeover declarations.
This Decree is divided int six main thematic Chapters and a total of articles. Titles of these Chapters are as follows: I. General provisions; II. Initial sale of fish products; III. Traceability of fisheries and aquaculture products; IV. Control; V. Penalty provisions; and VI. Final provisions. The Annex is also here attached (containing a sample form-declaration with related FAO coded fishing zone).
